i don't think you can do more than building a decent fence
there will likely be more than one cat in your area and they are likely to come into the garden no matter the fence size etc obviously
you can tell your neighbour what a greyhound can do to a cat and he might keep it in but the dog could easily be sitting out one day when one jumps over the fence
