If it’s your garden then your dog should have free run of it. I own two cats and one is dog aggressive. He’s not scared at all and in the street, dogs run at him and he stands his ground. The dogs don’t know what to do! He’s an embarrassing wee bugger but I love him and I suppose I’ve got to know all my neighbours through his gallus nature!

Greyhounds are different though - it’s in their nature to ‘know what to do’ with any small prey. I think I’d speak to my neighbour again, explain clearly your fears, and get a high power water pistol. Shoot any cats that come in and try to break their routine. They all have their own routes they’ll take over and over so it won’t take long to persuade the local cats that your garden is now a no-go area. I’d comb your dog outside too so their scent is everywhere. It might help a wee bit. Ultimately, your animal comes first to you and there’s no way he should be tied up in his own territory.
