There's some pretty serious work going on underneath the viaduct. Not far from where this photo was taken, the ground has been dug away around the support pillars, down to quite a depth. I'm guessing that the lane restrictions are to reduce the weight/load from traffic whilst all that's going on underneath.
I agree it's a PITA but there's probably not much other option.
