Comment	You could argue that the fanzone will/should be monitored to ensure social distancing like in a pub. Licenses need to be in place for mass gatherings and health and safety can warn or close down an event or establishment not following the rules. Parents at football or sports days wouldn’t have the same level of checks etc.
