Conspiracy charge of some sort being as you knowing entered into an illegal arrangement? Whatever, I do know of a flat where the neighbours had the HMO shut down. Wasn't causing any bother, just shouldn't have been there.
BTW, if the landlord is willing to break the law, what chance of your rights as a tenant?
