| Comment | Sometimes this is caused by people going through the bins as well. Had it in my "secure" bin shelter, guys pulling every bag out and ripping them open. Also seen it on street.
Outside of that this can be remedied pretty easily without extra bins.
Just need weighted nets to throw over excess bags. When I lived in Tokyo all rubbish was left on street with a [net](https://ic.pics.livejournal.com/meoinkie2/15090507/76127/original.jpg) thrown over to stop crows tearing into them. Granted you put your rubbish out the night before collection and there were multiple collections a week, but I don't see why it couldn't work for overflow here. |
