It’s not a criminal matter. It would be a civil matter they would need to take up with court - which is a lottery & expensive - so would be unlikely.
Away from the legal stuff. Your neighbours may be a bit pissed - but also if you are picking up after the dog, not barking all hours or have an aggressive dog they may be fine with it.
I mean who determines whether the animal is causing an ‘annoyance’?
