One of my neighbours was reluctant to walk 5 meters to the bin shed, so instead dropped his garbage just outside the doorway to the backcourt. This went on for months before we figured out who was doing it. A fox had been rummaging through the bags during the night and the next day i found a letter addressed to one of my neighbours sticking out of one of the bags. I approached him and he denied all, so i contacted GCC. GCC told me that they could take no action against the guy who was dumping the rubbish, but if we didn't clean it up or pay to have it cleaned up, the GCC would clean it at an astronomical cost and bill us all.
