Reminds me of a spot in clydeside, was an old bit of waste ground I assume they were gonna start working on soon, they had these big concrete speakers that emitted this high frequency sound for hours, pretty sure(could be wrong) it was used to drive foxes and other animals away to stop them nesting, very possible it could be something like that
