Because there doesn't seem to be much you can do about it, I would suggest looking into thick, soundproof curtains and possibly insulation foam (the kind for soundproofing booths) stuck to the windows.

There is a small play area outside of my flat and the screaming of children is mental until about 11 pm. Partner and I both do shift work so up at 4am sometimes, so 11 pm really is too late for us. We've had moderate success with insulation foam from Amazon stuck to the windows (like £ 20 maybe) which also blocks out the summer light. I'd like to get some noise cancelling curtains eventually, but we rent and can't have curtain rods.
