I can't help but think this charge is just going to punish poor people, as usual. Usually, people with less means have no access to private transport (and thus can't take stuff to the dump) and the lifecycle of furniture tends to be extended to the maximum. Imagine not having financial means to afford a new washing machine, but the old one breaks, and now you also have to pay to get rid of it. It's an endless cycle of poverty.
