The West End, especially around Kelvingrove, has been going to shit for years. This is nothing to do with "cuts made by tories"(?!), and more to do with policing and education (both devolved since 1988 and 1993).
Sounds like a normal late night in the most crowded part of Glasgow to me. Nothing will happen.
