| Comment | 1) Doing this at 1-5am loudly is *definitely* illegal. If he does it again call the polis.
2) Leaving food scraps out attracts vermin. If he's renting, get his landlord and complain. I'm certain others in his close have already done this, if you, from another close, also complain it'll add up.
We have littering, fly tipping, and environmental health laws that almost certainly make this something that needs investigated. |
