Try speaking to Shelter, they are very helpful. Your landlord must protect your deposit in one of the schemes within 30 days of the start of the tenancy otherwise they are liable for compensation to you. You might be able to get your landlord to follow the law if you write to them explaining this.

If that fails, applying to the tribunal is free and fairly straightforward. You just fill in a form explaining the facts and email it to the tribunal. Then you get assigned a caseworker who collects the landlord's version of the story. Eventually there is a hearing (on the phone) and the judge makes their decision.
