The thing about Philly is they have this [Town Hall](https://en.wikipedia.org/wiki/Philadelphia_City_Hall) that looks *really* similar to the city chambers in style.
Also the Necropolis is being used in the latest Batman film, so it might be that they're still filming (I thought they'd finished... maybe reshoots? I dunno)
