Yes they are but it depends how the gaps in your flat are. A mouse can get in a hole the size of a pencil.

These buildings were built over 100 years ago and all have a void below them, this is an open space that is ventilated by air bricks (the metal covering on the front and back of the ground floors). You can t block these because the void would quickly build up condensation and result in damp.

The walls also have a gap behind the plaster to the brickwork. This is to allow the building to get air to circulate and is again about stopping damp. Once these get blocked the ground floor flats tend to see damp walls near the skirting boards.

These are ideal routes for mice.
