Comment | I assumed you mean a dog.
* Keep a diary.
* Record the howling on your phone or other device.
* Keep reporting it and explain why this daytime noise is a nuisance to you.
* If the neighbours are gone all day (i.e. 8+ hours) that is a *long time* for a dog to be unattended, consider calling the SSPCA.
* Do they rent? Complain to the landlord/agent.
* Complain to your factor (if you have one).
