I wonder what the solution from the dog owners perspective is. Normally you would expect howling/barking behaviour to reduce over time as the dog realises it's ineffective. Training would require literally standing outside the door then reentering and immediately disciplining every time it begins to howl, a few sessions of that every day for a week may even be enough.
