The risk of offending is there, so eliminate it. The harm and subsequent repercussions that these beasts inflict upon their victims is a legacy long-standing.
I would suggest to house those with these urges away from society and any chance of harm.
By all means if there is scientific evidence and budgetary appetite to explore a form of treatment have at it. So long as they are kept away from children.
I will not under any circumstance accept any normalisation of those who are attracted to children. You can if you wish, as is your want, but I find the notion deeply unsettling.
