I suspect it's to do with the primary purpose of the lanes being for 'sustainable transport', and encouraging people not to drive in general. Allowing privately owned (motorised) vehicles which aren't performing a service to use them would go against that aim. There is some question about why taxis should be given a pass, but I don't make the rules...
