Complicated, and I'll let someone more well versed in the history of football than me answer it in greater detail, but certainly not England. It'll probably be argued over anyway, and quite right too. But, my understanding is that the first international game (Scotland v England at what is now the cricket ground on Peel St. in Partick) was a showcase of two different styles of football. The English played it more like rugby. But of course it goes back further than that.
