When I worked in a city centre nightclub we had been told to refuse customers tap water because our water came from a tank in the loft and not direct from the mains (ie: not fit for drinking). AFAIK loads of city centre premises still have old water systems where the tap water is from a tank and therefore 'undrinkable'.

People thought we were just being cocks by trying to gouge money for bottled water, but the tap water actually was fucking barking.
