I agree with the goal here, but would prefer it wasn't imposed through multiple sets of local regulations.

If the problem is with the vehicle engines themselves, it would be good if the *manufacturers* could be targeted. For example, a tax could be levied on manufacturers based on how many of their vehicles with the worst engines are still registered. Once these costs became large enough, they would have to start offering incentives to owners to switch vehicles. This could even lead to the amusing situation where a carmaker is persistently begging an owner to accept a free replacement.
