Electricity, you will end up paying as the old user will have told thier supplier the closing readings. You will get a bill of you do nothing but I would suggest you find a company, sign up and take a photo today of the readings. I would just close the bill at your old flat.
Council tax you technically do pay both but can register the old palce as empty. I would use the moving house link on the council website or just call them.
