I'm not sure which is RP tbh but I don't think of the same accent when I imagine "BBC English" and "posh Tories". At least, the news anchors have quite nondescript accents compared to Etonians.
I'm guessing modern reporters tend to sound more modern and metropolitan than plain old RP.
