So my upstairs neighbour when i lived in one had an outside tap, as did we. Ours ran thru the basement, and his came off from that pipe and cake through the wall. I doubt unless your neighbour isn keen with their floor coming up that’s doable. But you could maybe get a pipe bore through your wall and added onto your bathroom or kitchen plumbing.
