Christ.... I've actually been in that situation (years ago I was in the police) and we had wee bams dropping bricks off a bridge onto a road. Went to the local secondary school and a colleague basically shouted at a year group for 10 minutes. So I understand the need to communicate the danger to kids, and the frustration behind it, but wish there was a better way.
