I am guessing the kid might have some issues and I think the odds of the council taking action against grandparents with caring responsibilities of a child with issues is roughly 10million to one. That is not the route I would go down if I were OP. They will need the grandparents on their side if they want anything to change and if they go to the council and complain not only will it likely not help it might create some animosity. Should only be an absolute last resort.
