i live nearby and was in a similar situation to you. i'll say this, if you live in a toxic environment then getting out of there should be your top priority.

i don't know about the flats themselves BUT i've went for walks/cycles around there and never had any trouble (except trying to buy a ford cortina from a dude who lived around there but he ended up scrapping it) i have a feeling it's going to be like the street in maryhill where i live where it's best to keep yourself to yourself and avoid people who seem kinda dogy and shady. if it's a TFF then take it and grit your teeth when you need to. that's not the healthiest advice but it's better to live around a toxic environment than live IN a toxic environment.

if they are offering you that block as a full time residence, take it and if you find it's too hard to live there, you can always ask for a transfer. just also remember to write down instances of neighbors being dicks, making too much noise or even potential drug dealings you see then report them to GHA. if you start feeling unsafe LET GHA KNOW, if you have altercations with your neighbors LET GHA AND POLICE KNOW.

i can't say much more than that, but i'll welcome you to the neighborhood. it's not as bad as reputation makes it out IMHO
