Interesting video... this might be what OP is after but it’s definitely NOT soundproofing - the guy in the video is using the word incorrectly. Nothing there is decoupled from the source so high frequencies will be probably be attenuated but sound will definitely still transfer at high enough levels and low enough frequencies.
