Check the title deeds for the flat - the procedures for appointing/cancelling factors should be detailed there
If it isn't in the title deeds (e.g. they haven't been updated since devolution/the Tenement Act 2004), then there are legal defaults which basically require a majority of properties to agree - see my link below
