The council has drastically cut services (through less money from Holyrood and Westminster, and the council tax freeze). Undeniably.
At the same time there is a *deeply* ingrained apathy in this city, from a obscene amount of people, who do not give a second thought to tossing their rubbish wherever they like. It's a long term thing too, not something that's just happened in the last few years. Where it comes from, psychologically is an interesting question. |
