I'm sure this is a very reassuring sentiment for many people who want their cultural ego massaged but I don't agree with it. Being persistent and shouting the loudest is generally the most effective way of getting an organisation to listen. And cultural subtleties don't really exist if you are speaking to a corporation, they generally have a specific way of dealing with customers no matter where you are from.

Contrary to popular belief the NHS is incredibly unreliable unless you happen to require immediate treatment. I know of two close family members currently whose details the NHS have lost completely, both of which could die from a heart attack/stroke. The only way they can get prioritised is if they go through the stressful and unnecessary effort of being a pain in the arse to whoever has to deal with them.

It also took me several years to convince the NHS that I needed my shoulder operated on and even then it was only properly diagnosed and treated when they referred me to a private hospital.

Many people unfortunately think the NHS will look after them, so they sit quietly and wait their turn. I shudder to think how many people die needlessly every year because it's such a shit-show.
