A lot of pavements in Glasgow are official "shared paths" for cyclists and pedestrians. It's basically a cheap way of the city falsely claiming it has a much bigger cycling network than it does.

So sometimes if you see a cyclist on the pavement, it's because they're encouraged to use it.

That said, you're right about lots of delivery cyclists going at speed on the city centre streets. Shouldn't happen.
