I'm not sure exactly what model of reparations he had in mind but it wouldn't make sense for reparations to take the form of austerity policy, since it would affect institutions that still benefit from historic genocide/slavery the least and those who are most vulnerable the most, which isn't the point. Rather than target public owned institutions or individuals, large private interest companies would maybe pay additional corporation or trade tax, since the wealth generated by the slave trade in the first place was private enterprise. This is really about net societal benefit too since effects resulting from generational poverty negatively impact the economy.
