I live in a tenement on the Southside and ours is communally owned but no one actually uses it (difficult to access as it’s a hatch in a tall ceiling and poor flooring so not exactly good for storage). But our roof is also communal and therefore any repairs are split between all of us.
Don’t go ahead and convert without finding out who owns it and buying it. You’ll end up being liable for any damage, possibly need to put it back as found and be legally at risk |
