Depends . You've got to remember that firstly they had no idea if someone else witnessed it, if they were caught on a dash cam , cctv etc.

You usually get 24hrs to report an accident . Not sure if that still applies if someone dies. So if they were drunk for example they could sober up before handing themselves in which would significantly lessen the charges.

Also, they could play certain legal cards as to why they didn't stop. I.e. fear for their safety at the scene. Went into shock and panicked etc
