I think first you need to identify the type of damp.
Is it rising damp, with tide marks coming from the floor up the wall?
Is it condensation leading to black mild around the top of the wall/ceiling and on furniture near an external wall?
Some treatments are simple enough like ensuring good airflow, dehumidifiers etc.
Some are complex requiring membranes and chemical solutions.
