Persistence is key here. Polite but dogged persistence. Stay neutral and calm, but keep phoning (give up with email - can all too easily slip to the bottom of someone's priority list). Sounds like the head of department is a bit flaky and disorganised - most people can manage to return a phone call or email, even if after a couple of attempts. If you can't speak directly to the head of department ask when would be a better time to call. Leave a message, phone again later that day. Repeat tomorrow, and the next if necessary. See if you can get the number for a direct line at least to his/her PA so you don't have to keep going through reception (couch this in terms of not wanting to take up their time if you need to). See if you can get the email address for their PA, as PAs are more likely to be on top of their inbox, tbh (speaking as an administrator), and if you get them on side, they can hassle the head in person on your behalf.
