You pay more if your parents couldn’t support you through university

This was certainly fustrating at the time, I couldn't care less about what debt I was accruing because I didnt consider the repayment plan a burden however having to go through means testing and to not end up with any extra cash coming in, just less debt seemed counter productive.

I believe education should be funded through general taxation.

I could probably learn more about countries where that is implemented successfully? While I am generally in favour of social programs I dont think "potentially has secondary benefits to society" means that general taxation needs to foot the extremely large bill of a program that very directly benefits the individuals who partake in it.

As for widening access it seems a lot like the result would be the opposite, the primary barrier to accessing secondary education at the moment is the grade differences in pupils throughout primary education but instead of primary education being invested in it would now have to start competing in a budget against university students.

I grew up in a council house to a single mum who go paid terribly, I turned up to uni with £20 but made it through to graduation, I think the cashflow situation could be improved for students on the financial margins but I cant see how "I might have to pay £100 back a month if I get well paid job" is stopping anyone from accessing secondary education
