Yes tenants would have contents insurance to cover their personal belongings, and the flat's owner/landlord would have buildings insurance at least, and possibly also contents insurance, if the flat was part/furnished by them. e.g. If the flat gets flooded, the landlord will claim his buildings insurance to repair the damage, and his contents insurance e.g. to replace the sofa - but you would have to claim from your contents insurance if your computer or music equipment got damaged.
