No, this is just yet another cost saving exercise.

Something is going to have to give if there isn't an increase in central funding. Glasgow is either going to have find a way to raise more money from businesses or council tax. Glasgow's current CT rate is actually towards the [bottom of average](https://propertydata.co.uk/council-tax).

Note: It's not clear if the linked figures include water charges in Enland.
