Comment	They don't have to clear it _now_, which saves them in the short term. Longer term I agree, it still needs to be removed and will probably increase costs through vermin etc. But ask yourself why the apply patches to roads that fail within ~3 months rather the fixing the surface properly. It's all down to cashflow.
