Appealing to their better nature just won't work; the opposite, however, will.

Deposit scheme; not just for bottles, but for everything that'll take a barcode/qrcode. Set the deposit at whatever it takes to get a sufficient change in behaviour - start at 20% of purchase price, stick it right up to 100% or more if necessary.

If stuff gets lost or binned it would be a freebie to the manufacturers/retailers, so tax them the difference between what they make and what gets returned.

Even if people still don't care (through stupidity, drunkeness, etc.) someone who needs the money will still pick it up.
