I'd say in the early evening most places should be fine. Perhaps in the centre it could be a bit dodgy yourself mid week because there would be less people around. At the weekend it's probably fine a bit later but obviously it can get rowdy with drunk people but still safe enough until maybe 10pm if you're by yourself. But I'm a guy so I don't know how it is for women.

Moving between the west end and the centre is pretty safe at Charing Cross (Woodlands Road to Sauchiehall Street or vice versa).

The only difficult people I come across are homeless people/ drug addicts in the centre who might ask you for money or sometimes arguing with each other but I've not actually had any issues with anyone in a while.

You can also get the subway from byres road to buchanan street. Best to make sure you take the correct line though because if you go in the wrong direction you'll take the long way round through lots of other stops and increase your chances of bumping into sketchy characters.
