You can make driving less appealing by making routes longer (creating LTNs, preventing through-traffic of a given area, encouraging bypass routes) and also by limiting parking availability at given destinations.

This doesn't necessarily mean more congestion, so long as fewer cars are on the road. It's not an overnight change, but when it happens at the same time as improvements to cycle and walking infrastructure, and general neighbourhood public realm improvements, that trade off can happen, and be maintained into the long term.

It's an equilibrium isn't that's being striven for I think. Where short, unecessary trips by car are disincentivised at the same as short trips by foot or by bike are being incentivised and made more attractive.
