That's no accident. A lot of the wealthy "suburbs" of Glasgow were cut out, and it hurt Glasgow a lot.

In a typical city, your richer suburbs with fancy houses pay more council tax. This helps subsidise the less-well-off inner city areas and the social services they need.

By cutting the fancy surbubs out and handing them to the East/West Dunbartonshire, Renfrewshire, East Renfrewshire and North/South Lanarkshire; Glasgow lost a lot of its wealthy residents. A lot of those residents still work in Glasgow or visit Glasgow for leisure, so they still use the city and cause traffic but don't contribute financially to Glasgow through council tax.
