Had the windows in a second floor flat replaced (listed build, wooden framed modern units). The company came, popped the windows apart, swapped out the double glazing panels, put the windows back together.

No scaffolding required.

Create Glazing in Glasgow, they will custom build the double glazed units. From memory it was £5k for 4 full sash windows.

As for uPVC...out with listed buildings (like mine was) that's not really enforced and some of the modern stuff (especially composite) is indistinguishable from wood.

If the whole window is to be replaced, you may well need scaffolding for a cherry picker. Budget £3-6k for that, all depending.
