I've read a number of threads with people saying they replaced their windows in conservation areas with composite windows like you mentioned. Citing that it's relatively unenforced and others have done the same on their street. So if GCC catches you out, you could use the defense that everyone else should be penalised?

However, that doesn't sounds that legally water tight to me. And what happens if you sold the property? Wouldn't it come up that the windows had been incorrectly replaced in a conservation area or that not permission was sought from GCC to use a material that isn't like for like?
