It seems almost inevitable that there's going to be some kind of demonstrations / protests.
Looking at it from their point of view, it's the ideal opportunity when all the world's media is focussed on the city, and there's more pressure than usual on infrastructure.
Many of these groups are surprisingly well-funded and have plenty of willing volunteers.
